Looted a gold rune, it was a 2fer (2 runes in one).

Lieutenants Insignia (warrior)
Reduces hex duration by 20% and damage dealt by 5% (non stacking) [Does this mean we do less damage or we take less damage?]
Armor -20

Energy Storage +3
-75 health
Armor -5 (or might have been 10 not sure)

Salvaged and only got the insignia..

oh wow Lieutinents yay i never seen that yet.. i don't think *checks* thats cool now we can have max armor lieutenant helmets ><

Edit* just checked preist of balthazar, thats pretty cool, never seen that insignia before looks like Anet is going back and checking all the old insignias from propehcies and added them in

actually cant have max armor lieutenants the ruen has -20 armor to put it in line with the other helms

yeh, you're right, just realized that damn penalties..

anyways you can still BUY max armor and slap it on there

Wow, even more reasons NOT to use hexes. Now every class can get a 20% hex duration reduction. Way to go Anet make Hexes even weaker than they already are.
